The NSW Ombudsman says Water Rorts were real.

The NSW Ombudsman has brought down a damning report about alleged breaches of the Water Management Act and the role of the Water Minister, Ray Williams, in trying to get constituents off the hook.

Mr Williams even asked the Water Minister to hand over a free water licence to one individual.

While the Ombudsman can't make findings against Government Ministers, the ICAC can, and this issue should be referred to ICAC for investigation.
